We are also experiencing this issue for what appears to be non admin users at this point, is there a resolution?
nakrish_craigfrayne - As per our discussion, Please add the following privileges mentioned in the doc to your custom roles to try out Viva Sales for non-admin users.

Contact your Microsoft Dynamics 365 administrator for help- nakrish_Can you explain briefly about what you mean by default permissions.
If you have users who are experiencing permissions issue and you have assigned them Out of the Box - SalesPerson or Sales related roles, then I believe it should work implicitly.
If it is a custom role assigned, then I would recommend you revisit their security roles and see if those roles assigned to them have permissions as mentioned in the screenshot for the entities.
