connection issue

Could I get some assistance on how to deal with "A failure occurred in Web Api in Dynamics 365" when trying to set up VIVA Sales for Outlook for the first time? I have done the centralized admin deployment.

      I suspected it was due to user installed plug-in, so now I have admin-uninstalled the plug-in, and 24 later installed it again. I am still waiting for the plug-in to deploy. Is there a way to speed up the deployment process?
