Can't create a meeting summary issue

We are working with one of our sales teams to evaluate Copilot for Sales.  Everyone on the team is set up the same but one particular user is seeing the error message "Can't create a meeting summary".  The Sales tab is visible in Teams and but had to be added manually.  The other users had the Sales tab appear without any intervention and the Meeting Summaries are being created without any issue.  Copilot for Sales works perfectly fine in Outlook and also Dynamics so I am stumped as to the issue.  Any suggestions?
