Unable to create Community Live event

I have an E3 license and am Unable to create the Live event from Viva Engage Community Shows following error:

"A Teams and/or Stream license and permissions are required to produce a live event. Please contact your IT admin."

Please confirm which admin setting or license is required to create live event
