It seems we are no longer able to schedule live events

We have used live events before, in our communities we see the "create live event" button. When we click the button we get the following message, "A Teams and/or Stream license and permissions are required to produce a live event. Please contact your IT admin."  Looking at documentation it seems you only need a E1 or better license which we have (some people have business premium). I also receive this there error as global admin.

Has something changed that isn't reflected in the documentation.
