If you're using Edge browser you can make your "Preferred language" English from browser's settings/languages or here: edge://settings/?search=Preferred%20languages or here edge://settings/languages
It is different from browser's language and described as: "Websites will appear in the first language in the list that they support. To re-order your preferences, offer translations and see Microsoft Edge displayed in a language, select More actions … next to a language."
