when we record MS Team chat what will be the permission for this video inside MS Stream

In our organization we sometime record the MS Teams meetings, where the meetings get added inside MS Stream. but my question is about the permission for this generated videos? let say the MS Teams chat had 3 users (A, B & C) then can user D view this video by default? if the answer is no , then how we can add other users as viewers to this video?
