To use Microsoft Stream you need an Office 365 or a Microsoft Stream License and you can access Microsoft Stream with a web browser or with the mobile apps for iOS or Android. Farther you can integrate Microsoft Stream videos in Microsoft Teams, Yammer, SharePoint, … . Or did you mean "What tools do I need to produce my own videos for Microsoft Stream?"
