Using Steam in Microsoft Teams

We have some users getting a message that says, "user not provisioned" while accessing a Stream tab in Teams. This is a channel is shared to the group/Team and some users have no issues accessing from Teams, some do. All can access from Stream directly. Why are we getting this error message in Teams tying to use Stream?

    A few ideas

    - Do all users have access on the channel?
    - Do all users have access on the video or is the video set to company wide?
    - Have you removed and re-added permissions and it still not work?
