Upload not an option for employees

User reports: I see the options to create a live event or a channel only. No option to upload a file etc.

However in Stream Admin under content Creation we have defaults of Off for restricting uploads and channel creation.

We are limiting Group creation for 365 groups. Is that impacting this option?
