Stream Captions imported file not loading

Hello, I've uploaded a video where the primary language is French. I've set the language to English to generate a bad caption file. I've downloaded and modified the bad english caption to a passable French and have uploaded it as both captions and subtitles.

After uploading none of the captions show up under several different browsers.

I've edited the timestamps as well as the language content.

Is there a different way to do this?
