Is it possible to allow someone 'outside of my organisation' to record a Teams Session?

Hello, no I'm afraid that isn't possible. Anonymous, guest or federated user cannot start a meeting recording in your org. You can select the meeting option to "auto-record" a meeting but that will only start the recording for the main meeting and not the breakout rooms as they need to be started manually.
