How to add bulk users to Stream Migration Tool?

I'm the SharePoint admin and I planning to migrate our Stream classic videos to a new location using the Migration tool. But I'm unable to upload bulk destinations. I have downloaded that provided CSV template and tried to upload it. But nothing will happen. Please assist with this.
