Custom Text Message on Video Pages

Is there a way to have a company-wide custom message somewhere on the video page? 

To state something like "If this video is wildly outdated, carelessly unhelpful, or blatantly wrong, email stopuploadingcrap@contoso.com"  Here's my earlier post that prompted this question.  

Then, the video could be forwarded to the relevant department to review.
