Automatic uploads to Stream

I have Epiphan Pearl 2 recorders that I would like to have automatically upload into Stream. Is there a way to configure a file transfer into stream without drag and drop?

Seems I could connect the RTSP stream from the recorders for live events when scheduled.  Would there be a way to have stream capture when ever the output is sent from the recorder?  

These are student interviews with simulated patients typically between 7 to 10 minutes started ad hock in a simulation lab control room.  Files are currently stored locally on the recorders and later manually dragged and dropped at a work station connected by web page to the recorders and Stream.  Looking to automate the process of getting the video from the recorders to Stream.
