Claude on Foundry billed outside my credits as a Marketplace charge - billing tickets auto-closed

I am a UK university student and I was billed about GBP 470 in October for Claude models used through Azure AI Foundry.

What happened: I deployed Claude models (Opus 5.5, Sonnet 5.5 and Haiku 5.5) in Foundry and used them believing the usage was covered by my Azure credits. It was billed as an Azure Marketplace SaaS offer (claude-ccu-azure-hosted-plan) and credits do not apply to Marketplace purchases. My credit balance is still over 3700 GBP. I have deleted every Claude resource.

What has happened since:

- Four billing support requests were each closed within minutes by the same AI-generated reply saying the request is outside the scope of Billing and pointing to the Marketplace refund guidance and Partner Center.

- The self-service Request a refund tool says no invoices are eligible because nothing has been invoiced yet. The invoice is due on 9 November.

- Anthropic replied that they see no billing relationship for this charge and that it has to go through Microsoft or Azure support.

So Microsoft says to ask the publisher and the publisher says to ask Microsoft.

What I am asking for:

- A person at Microsoft who can review this before the invoice is issued.

- A clear answer on whether Microsoft can cancel or credit the charge or which team can.

Feedback for the product team: as far as I could tell nothing at deployment time said these models are billed outside my credits and my billing profile has no spending limit. A clear warning when deploying would have prevented this.

If anyone has found a route that actually reaches a human please share it.
