Cannot enroll in Founders Hub — portal redirects to Azure home page

Founder of OrbitSub (orbitsub.com). When I sign in to enroll in Microsoft for Startups / Founders Hub, it redirects me to portal.azure.com/#home instead of showing an application form — I can't apply. Tried multiple times, normal + incognito. Please help me enroll or tell me the correct step. Screenshot attached.
