Which Configuration Manager do I use??

I just installed SQL Server Management Studio V18.12.1 from this link:  Free Download for SQL Server Management Studio (SSMS) 18.12.1

When I try to install Configuration Manager from this page:

there is NO entry for the version of SSMS that I am running.

Also, note that SSMS is loaded onto my laptop, it is NOT running off a network server.

Any assistance would be appreciated.

    When I try to connect I get this message: TITLE: Connect to Server ------------------------------ Cannot connect to MSI. ------------------------------ ADDITIONAL INFORMATION: A network-related or instance-specific error occurred while establishing a connection to SQL Server. The server was not found or was not accessible. Verify that the instance name is correct and that SQL Server is configured to allow remote connections. (provider: Named Pipes Provider, error: 40 - Could not open a connection to SQL Server) (Microsoft SQL Server, Error: 2) For help, click: https://docs.microsoft.com/sql/relational-databases/errors-events/mssqlserver-2-database-engine-error ------------------------------ The system cannot find the file specified ------------------------------ BUTTONS: OK ------------------------------ That is why I think I need to run Configuration Manager.
