Unable to install the SQL Server 2016 developer version

Question

We are unable to install the SQL Server 2016 developer version in the machine which we are downloading from here https://go.microsoft.com/fwlink/?LinkID=799009 and getting the error while installing "**The SQL installer file "SQLRules_x64_ENU.exe" was not found on the server. Please try again later**" Looks like it is an issue with exe itself. Can some one help us on this?
