SQL Server Installer - Receive Failure error

Hi, I am trying to install SQL Server 2017 but whenever I try to install I get the following error on all 3 installation types (Basic, Custom, Download Media).

I am at a loss on what to do to resolve this. Any help would be greatly appreciated.
