SQL server express 2012 - upgrade to latest SQL server 2019 express version query

Hi Guys,

One of our clients is currently using SQL Server Express 2012 (SP4 - 11.0.7507.2) and wanted to upgrade to the latest Express version.

I've checked through this Microsoft docs link and confirmed that there is a supported upgrade path to SQL Server Express 2019 (15.x)

My question are:

1. Since Express version is a free edition, when upgrading to the latest Express version it doesn't need any type of license requirements, right?
2. What is the correct process in upgrading to the latest Express version? (e.g. backup database then just run the setup installer)
