In a 3-node multi-site setup, if you lose both nodes in the primary DC then the remaining replica won’t come online automatically unless quorum survives and that replica was fully synchronized at the time. The fix is to pick one secondary, usually DR as synchronous and automatic, leave the other as manual and configure a file share witness so the cluster keeps quorum during a site outage.
