SQL Server 2019 setup requires WMI service

I've been trying to install SQL server 2019 after a very difficult uninstall of 2018, I changed because it's what my lecturer wanted.

I got this error and also added winmgmt, restarted my laptop tried the install again and I still get this error. Please assist
