SQL Server 2016: Windows SQL Server agent service stops in case of instance name is Japanese chars

Windows SQL Server 2016:

Note: SQL server instance name and network name are in Japanese characters.

SQL Cluster Instance role failed, because its dependent resource service (SQL Server Agent) stops.

 

OS: Windows Sever 2016 Datacentre Japanese OS

Event viewer message: "SQLServerAgent could not be started (reason: Unable to connect to server''<SQL Cluster network name>\<Instance name>''. SQLServerAgent could not be started.)."

 

Windows system locale and user interface language is also set to Japanese.

    I am also facing this issue now with Windows 2016 and SQL Server 2019 On Japanese.
    Sql Agent service stopping for Standalone.
    Waiting for resolution.
