SQL Server - applying license key from new vendor for existing setup

We have current setup of Windows VM and SQL Server on Azure Cloud, for which license is procured say from vendor A in europe region and later if we change the vendor B to India , Is it possible to just switch the license key for SQL Server or do we need to do fresh installation of Windows VM and SQL Server?
