SatchBoogie , you can download add-ons/libraries from SQL Server feature pack, or new from Download SQL Server extended features and tools - SQL Server | Microsoft Learn
The page point you to NuGet as current source.
NuGet Gallery | Microsoft.SqlServer.SqlManagementObjects 170.18.0
Note, the SMO version has no direct relation to the SQL Server version.
