SQL 2019 MDS recursive hierarchy permissions not working

After upgrading SQL 2016 MDS to SQL 2019 MDS,  its recursive hierarchy permissions do not work anymore.  Are there a fix for SQL 2019 MDS recursive hierarchy permissions issue?
