SQL 2019 CALs

HI Experts!

Company wants to purchase  SQL 2019, it comes with no CALs as default.

Currently we have 20 endusers accesing sqlserver database , do we need to purchase CALs in this senario?

without  CALs  can endusers cannot access the sqldatabase Via application or excel connection?

    farrukhhameed-786 , enduser can (!) access SQL Server without a license, but they are not allowed to do so, of course.
