question on sql server 2019 licensing

We are in the process of purchasing sql server 2019.  we have our main office which is going to have a 14 core server.  We are going to have a failover site (150 miles away) with a matching server that will be mirrored from our primary sight and only used if the primary site goes down, then we will have a DR site in Azure.  My understanding is that purchasing the license for 14 cores will cover our Primary site, failover site and the DR site as long as we have Software Assurance.   Does this sound correct?  All answers are appreciated.
