(Please HELP) Sql Server 2016 Configuration Error

Hi,

I am trying to install sql server 2016 on windows server 2016 data center version. In this step I need to use this domain user account(houston\Ch********) to create this database,but it give me the error message "The RPC server is unavailable". Is that means this domain user account lake of permissions or I need to change some setting on the server?

Please help!!!!
