Keyboard-shortcuts in SSMS for Outlining doesn't work

E.g. Ctrl+M, Ctrl+L doesn't work at all.

It seem it instead exectue "Excutino plan" (?)

I checked the shortcut settings, made a reset and also tried to make custom outlining shortcut, but nothing works.

      bluehenve it actually has nothing to do with the shortcuts - I have the same issue as you - that outlining stops working in SSMS 18.x, but even if you click the menu item with the mouse it is not working.

      Also notice that there are no +/- in the code so you can't collapse it - at least that what I see.

      I have tried to uncheck outline statements in intellisense option and then recheck it, but that makes no difference.

      closing SSMS and restarting sometimes helps, but after a while I'm back to the same problem.

      strangely, I have never had this issue in SSMS 17.x
