Is embedded database same as serverless database

The express edition of sql server can create an embedded database. I've researched this an it sounds like this is the same as a serverless database, such as is provided by sqlite. Is my understanding correct? Before I invest major time on this I hope someone with experience sql severe embedded database could comfirm this. Thank you.
