Cannot do an offline install of SSDT for VS 2019
I was told by Microsoft Installation Chat that it is not possible to do an offline install of the SSIS extension for VS 2019. It was possible for VS 2017, but the --layout parameter in the current Microsoft.DataTools.IntegrationServices.exe 15.0.2000.167 no longer does anything.
We wish to create an offline install so that we can nail down exactly what will be installed. Is this possible?

- Are you agreeing that Microsoft took away the ability to do an offline SSDT extension in 2019?
We need to install exactly the same version on every developer's system. It appears that this is possible with VS 2019, but not with the SSDT extension. Will the SSDT extension installer download whatever it wants when it runs?
