CAL license needed to connect on SQL Server on Azure

Hi Team,

I have a very simple question but it's maybe so obvious that the answer is very hard to find: Do I need a SQL CAL for users or is the license in Azure a Core based license? I would configure the machine for example like this:

 And is this always so, or is there a difference between de Standard, Web and Enterprise sku's.
