SSRS Report chart labels overlapping

Hello Guys, I am new to SSRS report and we have implemented a report in which we are taking Survey response of current and past 2 years for specific set of questions and in some case the percentages are getting overlapped as per below screenshot.

We have tried few options as below, but it is not approved by client. Can someone please help me to resolve this issue?
