The Skype for Business Server Front-End service terminated with the following service-specific error

Hi,

I'm installing SfB Server 2019 standard server on the windows 2019 and in single forest and single domain environment. 

After installation process I get error when starting service , the Front end service - Rtcsrv won't start. 

I'm using using self signed certificates at this point signed by the local windows authority server.
Importing the certificate was successful without errors.

I've also checked that all rights should be ok and I've also ran the
Reset-CsPoolRegistrarState command with -ResetType FullReset, no help.

I've also done the whole installation process twice and had the same result.
