Skype 2019 Migration away from Skype 2015

On my first 2019 FE, I am trying to download the topology and it fails.  I am not sure what I am missing.  I haven't actually given a DB instance or anything yet so how does it know where to look exactly for the topology?  Is it a rights issue or a lookup issue?  I can't figure it out...thus, I am here.. 🙂
