Pool Pairing Standard Edition Skype for Business
Hi,
Yes it is possible to have two Front Ends in the same site. Pool paring is used for disaster recovery scenarios, so not for High Availability.
You can have one FE active with all users hosted on that and the other FE passive waiting for failover or you can use both FEs with 50% of the users on each server. You should have the same hardware for both servers (CPU, Memory, Windows version, etc), so the server are identical and can host 100% of your users.

On the Topology builder I need to define 2 different Pool with 2 different Site right?
Example
SIte 1
sfb2019activepool.contoso.com
- Frontend1.contoso.com
Site 2
sfb2019passivepool.contoso.com
-Frontend2.contoso.com
From below article, at no 11. This steps need to be done after moving all user to new pool or can be done before moving user? As for now, all the user still in SFB 2015.

Two different Standard Pools in the same Site.

Understand. so no need another site to create new pool on standard edition. Let me try in demo lab. So how about the file share, can be located in different server and use same file share name for both of the pool?

File share have to be different, can be on the same file server but you should have it on different servers.
