Central Management Server is in a crosslinked state after 2015 to 2019 move-csManagementServer

2 - 2015 standard pools sky-01 and sky-02

Did the setup first standard server on Sky-05

Did the

Install-CsDatabase -CentralManagementDatabase -SQLServerFQDN sky-01.network.net -SQLInstanceName RTC
enable-topology

We tried to do a move-csManagementServer and it failed with a "Prequisites needed error, please rerun the command"

Ran the prerequisite requirements

Ran the move again and it failed with a "Central Management Service is not installed in the current topology."

get-csConfigurationStoreLocation shows

We seem to be locked up where we can't get it back to 01 and we can't move it forward to 05
