It's possible with Office 365 only :(
The feature is preload attachments for a Skype for Business meeting, for more information:

This feature make sense with Skype for Business v2, so I put the idea for on promise customer in the skypefeedback community.

Thank you for taking time to search and reply, Skype for Business is on promise for us, so I hope this feature will be available also for custumer on promise soon ...
