Looks like you can disable it in the Skype Meeting Broadcast portal:

thanks AlexanderHolmeset this setting make it possible for the organizer to choose! What I'm looking for is a lock down feature which disable this completely.

Strange that is not possible.
I checked the Teams broadcast policies commandlets also.

Maybe you should create a uservoice item on this one?
