Skype for business premise USER migration to cloud error

I get the following error when I try to move a user to Teams

Move-CsUser -Identity [USER]  -Target "sipfed.online.lync.com" -UseOAut

Move-CsUser : Rollback from Unified Contact Store failed for user: with exception: Rollback failed because user was not found or available on the Skype for Business Server..

Any ideas ?
