SfB Roadmap for Disconnected or Isolated Networks

Is there a Roadmap for Skype For Business Service to support disconnected/isolated network environments? It appears that there is a drive to move most of not all Office Servers (Exchange, UM, Skype, etc.) from on-premises to the Cloud. This will be a challenge for environments not connected to the Internet.
