Preparing the move from skype to skype for business we discover that persitent chat are not available in Office 365, only on premise. Anyone knows if MS will improve and get this functionnality in Office 365 ?

It really seems strange. Having just discovered http://www.skypepreview.com I notice that for the Windows client the top 3 feature requests are all for this feature. If you add up the votes, this gets 25000 votes. The next feature on the list has 5700 votes.
And even with all these votes, there is complete radio silence from Microsoft on this feature. So either they really really do not want it, or they're planning something secret.
For me this has become a big issue since I started using Skype for Business on my phone. Now I often have to kill the app on the phone so I don't get conversations there when I am at my desktop anyway. If the conversations was available on all devices, it wouldn't be an issue.

Neeraj Jain Is that available in S4B Online? I thought that was just in the on-premise version.

It's a pretty common request but they've mentioned on a couple of talks that the existing persistent chat for on premise is in maintenance mode so if they do it, I imagine it would be designed from the ground up with cloud in mind (similar to how they developed Call Queues instead of bringing Response Groups to the cloud).
