SefaUtil Questions - Where to begin

I want to utilize the SefaUtil tool but need help understanding where to start.  I downloaded the resource kit but need to know if I can run this tool from my computer, one of my FE or does it need to be on a stand alone server not in my S4B topology?  Any resources on where to start would be very helpful.

      Yes, this is what I first came across but it does not tell me where I can install and run the tool... From my computer, a FE or does it have to be a separate server?
