Missed Presentation Notification

Are these notifications new?  And under what conditions do we expect to see them?  I have personally never seen this, but someone asked me about them, and when should we expect them.

    One of my users is seeing this same thing.  What can be done to stop getting these notifications?

    Was there ever any resolution on this topic?
