external user friendly Skype connectivity testing
Found this:

So for me the easiest way would be if you create a user with a percistent meeting ID, then edit the default meeting invitation text for your users to containt something like this:
"To test if your computer is ready to join a Skype for Business meeting, try opening our test meeting Link."
Then add one link for Skype for Business web application test meeting and one for Skype for Business Client test meeting.
I know you can do some basic invite editing out of the box, but this one from Modality Systems looks good:

That page from the University of Iowa is great! It's not quite what I was looking for, but it's a good idea starter.

Wonder if you could create an alias for the Audio Test Service. When I search for it in my Mac client I also see the RtcApplication-(a load of numbers). Wonder if you can find that user in PowerShell and give it a sip alias for external users can dial it?
It is possible with another application, I guess something like this would be good but it's not just the test call service, it's a whole platform. https://www.youtube.com/watch?v=yWVMgCaVNMs

Microsoft
Another option is the Skype Consumer call testing service - that's at echo123@skypeids.net - I've found it to work consistently as long as the deployment / tenant has Skype connectvity configured appropriately.
