The feature you are trying to test is called as the Persistent Chat Feature for Skype for Business. Feature is only available in Skype for Business On-premises (provided the feature is enabled) and now in Microsoft Teams.

In case you are using Skype for Business Online then the UserC will not be able to view the previous communication done by User A and User B.

In case you are using Skype for Business On-premises then the UserC will be able to view the previous communication done by User A and User B provided Persistent Chat Feature is Enable for Skype for Business.

amcalde Simplest way is to check your Skype for Business Topology (accessible from the Front End server). Expand the site and then Skype for Business 2015. You should see Persistent Chat Pools defined with FQDN's if its deployed.
