Connect Cell Phone and Computer Headset
I have Skype for Business on my cell phone (Android) and on my work PC. As well my cell phone is connected via WiFi to my government network and via USB to my PC.
Is there any way to use my computer headset to make/receive calls on my cell phone.

Not with the current setup no. You should use another headset that could connect to your mobile phone and your computer with Bluetooth, make sure that you use a certified headset.
If you have a phone number assigned to your Skype account you could forward calls from your mobile to your Skype phone number, but that requires that you have a phone number in Skype.
