Windows 2019 Primary WSUS Server - Supported Downstream Versions
Can a Windows 2019 WSUS server have a downstream Windows 2016/2012 R2 WSUS server?
- They seems to be compatible with each other as long that you install the latest version on each server with all the patches. It could be that lower versions don't support things like Windows 11, but if you can select all needed options on the lowest version server.. It should not be a problem using that server as a downstream server from a 2019 server.

Worked fine for me after test and moved to prod.
